Why is it when English speakers put random Japanese in their work (e.g. in the title or the names of characters) it comes off as juvenile or pretentious, but when Japanese people like ZUN put random English in their work, it's somehow cool?

English is taught in Japanese school, so everybody is expected to know it. That's why it's not seen as pretentious.

It's Mandarin actually

Mandarin is a superior language to English in literally every catagory; it's phonetically flexible, very easy to write, syntactically and grammatically simple, etc.
