Considering this whole deal with moon "invasion" and Chang'e moon program I bet Lunarians started arming themselves to prepare for the future war with Earth. Maybe even are preparing some kind of preemptive strike.

Would be nice if they started building space navy or something like that.

ZUN said that our human mortality is the result of our impure Earth. A sage who wanted to live forever started a 'pure' civilization on the moon that allowed its inhabitants to live forever (under the condition that they stayed pure) [1].

The sage feared an invasion from the (ever advancing) humans that he left behind on Earth. In order to keep said humans in check, the Lunarians invented youkai -- with the sole purpose of making the Earth more impure [2]. As time went on brave humans were sent out to exterminate youkai resulting in the advent of the Hakurei barrier. As the times changed, Earth was no longer a suitable habitat for lower level youkai. A youkai named Yukari became concerned with the humans' ever advancing influence and decided to create a world for youkai in a region known as Gensokyo [3].

In an attempt to increase the quality of life in Gensokyo, Yukari cooked up a plan to secure the Lunarians' paramount invention that granted them a limitless supply of energy. The plan ended in failure because there weren't enough strong youkai back in those times [4]. Yukari would later go on to breakdown the boundaries between humans and youkai. For reasons yet to be specified [5].

If you read the dialogue carefully, it's talking about vampires specifically, not youkai as a whole.

Without them around few drunk astronauts could probably conquer it.

The lunar capital is even smaller than Gensokyo and their defense force consists of 10 rabbits and the Watatsuki sisters. The 10 rabbits have never been in a battle before and are incapable of serious fighting. The moonbitches are basically the only ones who defend the moon, but they can summon gods and mess with distances in really broken ways so the moon isn't under danger.

If they ever become a threat to humanity they'll be wiped out somehow, at least if they attack now they may have a chance but if they let the humanity keep stacking knowledge technology and population there's no much to do when the bombs are launched.
