Canonically no. Suwako surrendered because Kanako was at a clear advantage, and Suwako knew that she would be defeat if she waged war against Kanako. The reason why Kanako allowed Suwako to stay on the shrine is more likely because of faith. After all, Kanako's a divine spirit, and Suwako is a goddess. Pretty obvious who is the strongest of the two.
