THAT'S EXACTLY IT YOU BUFFOON. She hadn't done ANYTHING important until recently. She stood out in no way whatsoever, had a shitty boss theme (that is also popular, shoving aside other amazing songs that could've been remixed in it's place), and is popular. I'm okay with characters that do nothing being low on popularity, like Wriggle, but being popular on top of that is a crime.

Hell, even Wriggle has more to her name. She was the first Touhou who had gender ambiguity, and she is a character that is haughty, with a lot of self-importance, yet is extremely weak (in terms of battle). Sanae, and Alice to a lesser extent, are repeat offenders in the fact that they had one entertaining gimmick for the longest while. Hell, fans had to start making up alternate personalities and prerogatives for Alice.

She house sits for two Godesses (who are both quite entertaining in their own rights), bugs Marisa and Reimu, and reminisces about things from the outside world (which would be more novel had there not been other characters from the outside world, like her Godesses, Renko, Maribel, and anyone older than 200 years, not including characters introduced after her, because even though I'm angry at Sanae, I'm fair in my anger). I fail to see your logic. Marisa does other things besides grumble around everywhere. Especially between incidents. She is active, charismatic, and has a 'different' design (hers being that she is a which that learned arcane magic from a ghost, and specializes in flashy magic). Youmu is an undead gardener and swordsman, already putting her a step above Reimu for having an attribute rarely seen before. On top of this, she goes out and visits with other characters for reasons outside of pure necessity. Her curt attitude might be similar to Reimu's, but she also has other things to add to that, like the fact that she is easily embarrassed, and is scared by ghosts.

I favor the characters because they have actual substance to them. If I wanted a generic ditzy teenager, I would go tune in to my area's anime network (I might be lucky enough to get Yuru Yuri reruns). Gensokyo allows for characters to have unrealistic traits. It has two conveyed feelings. It has the energetic part where it gets you hyped up, and it has the daunting, suppressing section. It's supposed to make you feel like you're fighting an elusive enemy, and when you do manage to catch her out, that's when the real action happens. It fits well considering that Reisen not only manipulates waves, but can induce insanity, and lives in Eintei, a confusingly huge mansion in the middle of the the Bamboo Forest of the Lost.
