Okuu also did know it was her job, as shown by her winning quote against Suwako in Soku.

Also, the reactor wasn't made to create electricity or power the underground city (they would need an actual electrical system for that and that would take years). It was to create vapour that was used to move the hisoutensoku balloon and make people believe it was alive, shown by the ending.

Not really. Cold fusion is still in an experimental phase. They could at most use it to boil water for tea when we've last seen it. And it's not like Kanako's ideas are known to come to fruition, see: the dam (which would have also been a viable energy generator).

I'm really looking forward to seeing how Okuu and Co's personalities are ironed out by the manga, but I'm so afraid that ZUN will just leave them as empty shells devoid of any clear emotion. I'm afraid because I've been reminded again and again by /jp/ about how boring they think his books are, so I've never really bothered getting into the manga myself. But after Symposium comes out I think I'll start there and just draw my own opinion of it.

It's true, although I haven't been paying much attention to any official manga discussion threads lately, when I was still interested in what people had to say about it a little over a year ago, most of them shared their disappointment over it, especially of Wild and Horned Hermit and Silent Sinner in Blue. I know, I know, I should form my own opinion about them, but I rarely can be bothered to read any manga these days anymore because it's been so long since I've truly enjoyed reading anything. But I am convinced that good characters that I'm intrigued in will at least be able to help me hold my interest for Symposium.
