Very useful idea. I just hope people do not mock me if I suddenly say, "Apologies for my behaviour this evening, here is a card." I think it is a good idea, but other people are strange.

What's even worse is that then these diagnosed children are either medicated or brought to some sort of special programme for them which strips them of a normal childhood experience where you would usually learn social norms through observation and experience.
This leads to a further crippling later in life where they can't even do anything involving social interaction.

If we're talking about autistic disorder, then it can be identified very early on. Babies can be properly diagnosed and it is a real problem, particularly when they come to learning language and so on. That's why the support groups exist, to HELP them grow up. If you just threw an autistic child into the great outdoors, he would be bullied and shunned for being weird.
As for Asperger syndrome, that isn't normally diagnosed until much later, usually ages 8 on. It's pretty much the opposite--BECAUSE of their impaired ability to grasp and utilize social norms, they are identified as having an autism spectrum disorder.

Autism should be diagnosed ONLY in very young children, since this is the only stage when you can tell if it's actually autism and not something else. But doctors are greedy and parents are diagnosis-happy and seeking to blame anything but their own parenting.

You're missing the point a little. "Higher-functioning" autism spectrum disorders are still neurodevelopmental disorders, but they're not clear in babies because babies don't go to parties or have hobbies and interests. Hell, people are probably "born with" personality disorders all the time, but it would be difficult to diagnose a two-year-old with paranoid personality disorder unless he starts blogging about UFOs prematurely.
