A girl actually explained this to me first hand when I was 17 when I told her about a girl that had a boyfriend but was really flirty with me and even asked me out for a coffee. Her exact words, "You're her back-up."

Yes, it's frustrating, but the thing is that you are perfectly capable of doing it, too. This thread is probably going to turn into another 200 posts of misogyny but when you're young and doing the whole casual dating thing it's a system that works.

Don't consider every girl a prospect for some long-term, soul-mates relationship.

It is not flirting at all. Well, I don't deny that she may have interest in you, but what you wrote itself doesn't prove her to be flirting with you.
For instance, I happen to be in invironment with a lot of girls and I often see them off to their home (when it is on the way to may home or a place where I am going to) while talking about stuff and obviously I know their phone number, but I never held any ulterior intentions, and I doubt that they did.
