She comes at the end of a rather brutal stage so your senses are fairly worn by the time you get to her, and many of her cards are deceptively tricky (Danmaku Chimera comes to mind immediately). Which is rather fitting for her character.

Kaguya is doesn't have any Touhou swag that makes her readily distinguishable since her appearance is based on a "hime" archetype.

One thing I really like about those pics (there's another like it with Reimu and other later bosses) is that they sort of show Touhous "at their worst." Sure, they're all beautiful women, but that picture really projects the sense that these girls are dangerous. In this case, Kaguya is distinguished by the fact that she looks like she's about to cover her mouth while laughing at a peasant.

Okuu's Hitleresque mission from goddess look takes the cake, though.

It was more because all of them bar Tenshi and Suika are stage 6 bosses, and Tenshi/Suika are technically the 'last bosses' of the fighters. Though judging by the followup picture in his image set he didn't plan on having only the last bosses or anything, so it doesn't really matter.

I think it has to do with each 2ooo's willingness to exercise their abilities. I think Yukari sleeps all the time because being Yukari is exhausting; she doesn't use her ability to reshape the entirety of reality as she sees fit because it's not worth the extreme effort. Flan can level a city with the same dismissiveness of a child getting bored with a toy.

Well I meant weak as in one of the weaker 'stronger tier' abilities as such, it all depends on what limits fate manipulation can go to, is it just like being extra lucky so that events go in your favour or is it more that she is literally able to make x event happen for certain. This is the reason discussing power levels is pointless because nobody actualy knows the limits of all the abilites, so they just turn into everyone's personal opinions of what x ability can do.
