Does this mean that she can even change the moral perceptions of others?

Well, the Watatsukis are obviously far more powerful than Reimu. Evil Eye Sigma is overrated. A lot of PC-98 characters are just placed arbitrarily...

Huh? She is talking to Yuyuko. You know, the one other character in the touhou series who understands her?
So, it is a fairly safe bet that Eiki can beat those three.

Yes and no. Eiki's ability is, copy and pasted from touhou wiki, Can distinctly judge anything to be Good or Evil.
So, while opinions don't really work that way, Eiki's judgement of good and evil cannot be wrong.
In order for that to be fact, she must be close to omniscient. Otherwise, her ability either does not work, or is mistranslated somehow.
