Really, it's more of an academic question anyway. And I'm just wondering why people aren't. Certainly enough people were frustrated at their powerlessness, so I could easily see them flocking to a means of retaliation.

The trolls who just want attention get what they want if you do anything besides ignore them, but other trolls are out to win arguments (or make people mad) and some people find it fun to reverse troll them.
