ZUN provides the fans with the bare basics for great characters, and people with time and interest develop on that. The whole expands in more ways than just the characters though.

For me, it is the fandom itself (at least, the enthusiastic and productive portions)

Also, the dedication to an enduring world. Whereas with many series there is the bleak feeling of your beloved world ending when the show comes to an end, here there's constantly new doujin storyline, new music remixes, and new art to dedicate yourself to.

Touhou also started way before the purityfag trend that really only started post 2007.
