No. Only certain regions of the world had populations with stunted growth. It was all nutrition related, and people are not "getting taller". DNA hasn't changed enough, only nutrition has.

Northern Europeans 1000 years ago were often as tell as people are today. They had a balanced diet of whole grains, dairy, root vegetables, poultry, mutton, and fish.

Europeans only started "shrinking" in the 15th-19th century due to urbanization and a shift to an less diverse diet that came with city life (Dried meat, pickled vegetables, and less nutritious bread made from milling).

Other parts of the world were always small. The Aztecs were severely stunted, as were most Asian cultures that lived on rice, grain and fish. Their traditional diets had deficiencies with certain amino acids and an overall lack of protein in general.

Easy test: Compare modern North vs South Koreans. same genepool, but one side has a very limited variety of food (they live primarily on imported Chinese grain). The southerners are a head taller in most cases.
