As far as difficulty on normal goes, Story of Eastern Wonderland is the hardest, if only because it lacks focused movement and has a ton of randomly aimed bullets. Lotus Land Story is the easiest (except for the stage 4 Reimu fight, which is harder than the final boss). Mystic Square is harder than LLS, especially after stage 4 (it's also my second favorite game in the entire series). PoDD isn't too bad overall, but it has probably the hardest final boss of all the PC98 games.
