that's 1 theory, others include:
>remilia manipulated sakuyas fate to make sakuya her maid.
>sakuya was transported from outside gensokyo - be it as a fighter or as a normal person (zun confirmed sakuya is not originally from gensokyo).
>sakuya lost in combat to remilia and so was forced to work for her.

The interesting questions are why does sakuya bear no ill intent towards someone who might eat her? And why hasn't remilia eaten her? That however, might be due to vampires being unable to feast on humans that aren't worthless.
