If it can be thought of, it exists as another universe.

ZUN created it, if he was to go there somehow, he could do whatever the fuck he wanted with it. Just because he wrote it in a game or a book in our universe doesn't chain the other universe to those rules.

This applies to anyone, if you or I were to somehow get to that other universe, we could shape or change it as we please, since we're the ones who thought of that universe, it's our own.

There is a theory that any fictional world (eg. those from books) if gathered enough 'fans / believers' create an alternative dimension (much like the theories on 'time travel'). I would believe that Touhou might have reached that state already. If you take into account things like M-theory (which is just that - a theory), it makes it possible to have almost infinite numbers of parallel worlds. With the philosophical problem of transferring a portion of the consciousness (a 'soul') over between lives (in case such a thing might exist), we may have a possibility of this being able.
