Byakuren was stuck in makai for hundreds of years. Naturally she is behind the times.

Nue was banished underground for a long period too. Hats don't go well with shapeshifting either.

Not having a hat is part of Kogasa's suprise. Also, if she actually is the umbrella the green bit on the tip probably counts.
