No takers for Sakuya, I'm not sure if her time control would violate no danmaku/spellcard rule? What about Youmu? She surely is the most practiced. Momiji has animal instincts and the advantage of a buckler. Tenshi is a wild card, she might use her masochism to her advantage - ignoring pain to close in on her enemy.

Anyways, if it was a literal knife fight no swords allowed, then Sakuya would be the obvious answer. Any blade goes, then Youmu for sure. The fanon agreed, don't bother them about it.

Why does no one ever remember Suika? Her entire fucking shtick is being stronger (and drunker) than anyone else in Gensokyo. She's the last boss in StB based on her danmaku, which isn't even her forte. Take out the spellcard rules and she will quite literally rip everyone else limb from limb.

I play fighting games, so I know that there are three things that can happen when someone loses something big:
