Canon Sanae and fandom Sanae have the biggest disconnect out of all the Touhous, IMO.

After TH11, Sanae just got rooted into the "dutiful and serious shrine maiden girl" position as a foil to Reimu. And now ZUN is trying to push her as "ditzy and slightly naive girl with a hint of sadism" and it's not working.
