For your picture OP, you misinterpreted the meaning of the choice "... Persist on being a superhero".

It wasn't
A) Be a superhero.
B) Not be a superhero.

"A", in this case, was alot more like, compromising the ideal, out of fear of not being able to uphold it. Basically, take down one to save many, even though it was unacceptable for anyone to die.
"B", in this case, was alot more about how it truly didn't look like he would be able to uphold the ideals, but surely he couldn't bend and compromise his ideals in order to make sacrifices that was never allowed.

One have to understand that his ideal was to be broken no matter what at that point, neither A, nor B would leave it unscathed.
It might also be worth noting how A is also an act very much fueled by fear, wheras B doesn't allow himself to give up on a life like that, despite the route being scary.
But both A and B are tragic, and both breaks the ideal.
A does it directly out of his own choice, and B indirectly due to him lacking the power to protect the people without going against the ideal.

But Sakura? That's a different issue.
