As other posters have remarked before, Japan is more focused on consoles.
In 1983, due to the video game market crash, all American console manufacturers stepped out of the console industry. From 1983 to 2001, when Microsoft released its Xbox, the console market was completely controlled by the Japanese. This allowed consoles to become hugely popular in the Japanese market, and to this day, games with high hardware requirements are rarely ever made for PC in Japan; the Japanese have consoles for their pretty graphics. Gaming is mostly done on consoles in Japan, the 'gaming PC', where you pay tons of money to keep buying the latest hardware, is a Western concept. Therefore, you should not expect pretty graphics in a Japanese PC game, ever.

For depth as in lots of gameplay options, Japanese MMOs like FFXI tend to offer as much freedom as Western MMOs. There's also PC ports of console games, such as several Final Fantasy titles and Metal Gear Solid.
Other than the obvious answers, the only title I can think of is Sengoku Rance (and probably other AliceSoft titles, haven't tried them). Despite being an eroge, it has plenty of interesting gameplay mechanics and offers a lot of freedom.

Your best bet is to look at Japanese indie (doujin) games, they're pretty much always on PC and sometimes have gems among them (Recettear has been received very well when it was released in English, for example).

we placed many many dungeon with only three different type, tower, cave and ruins, they are full of nothing and they all look the same, the loot will be about skull and rat meat and nothing really exciting will be found in, some of them will be locked because you need to find the quest that unlock it, these boring dungeon are everywhere in the map, so make sure you have a lot of free time to do all of them because it make you feel that the life span of the game is huge

The small towns will be full of useless NPC with the same round face talking about how nasty mudcrabs are and change their voice depending of the dialogue.

the combat mechanic will be clunky and shitty, your fatigue will drop quickly if you are a fighter, your magicka will drop quickly if you are a mage since you need to spam every skill ou have, your arrows will dissapear quickly since you run backward with a bow because bow is your only weapon speciality, everytime you hit someone that block your attack you will get stunned and the ennemy have the chance to hit you three time in the face because fuck you, even mods can't fix this shit.

Now here's your WRPG, except if you want to play a space opera about having sex with an alien or a "spiritual successor" of a great game about corridor and button smashing, well you are fucked.
