Youkai do age, everything even God age. They just don't die easily and their appearances don't change much. Like someone already said, with their power witches and youkai can pretty much "choose" a state to stop "growing" (Byakuren with the pact with demon). They will only go to their real self when they're out of magic to maintain their lovely youth.

Heck, you can see how freaking strong the old maids alliance actually is, especially Eirin.
