SSiB only mentioned that anyone could take over the shrine should there not be anyone left to take it, i.e: If the Hakurei clan were to perish. Besides, I'm pretty sure they would have picked someone less lazier than Reimu in order to do the shrine maiden-ing. Not to mention her inherited family powers also complement the theory.
