No. They grew to become the most dominant undergarment for females back when all of them stil wore skirts.
And panties grew to be a competitor on the market, a battle one easily can say that they have won by now, but never the less it was for the same field.

But you are right when bloomers also diverged into other fields, but those were different kinds of bloomers.
They became shorts for sport and all of that as well, ala Japanese bloomers and all of that, although the design very different and naturally much more like regular shorts, and certainly not the kind worn under dresses as undergarment.
Japan's athletic bloomers however, were adapted from one of the shortest batch available that was popular in the west for a short time from the time when Japan actually did adapt them, and then they, practically alone, stuck with that kind of design.

But bloomers were/are undergarments. And panties weren't always a dominant thing, or even on the market at all.
