We could go by the people who help people out of their own accord.

Mokou - helps people get out of the forest, but for 300 years she was a murderer who killed everything that crossed her path and she only has eyes for Kaguya.

Keine - Ally of humans withouth doubt, but she has interest in the survival of humans because of her nature. If there are no humans, there is no history since Youkai live so long that she can't make history out of it. If she writes something down despite of that there is always a youkai who can come and contradict her otherwise.

Eirin - Helps human and youkai alike for a small price, but otherwise views the earthlings as inferior beings tainted with life. She basically does this so Eientei gets a better reputation.

Alice - Helps out people lost in the magic forest. As long as you're quiet and behave everything is fine. Also, she is kind enough to put up with Marisa's bs.

Kourin - Egoistic and a bad loser and canonically doesn't give a fuck about other people, but he is adamant in repaying his debts.

Reimu - uh no

Sanae - Is a good girl. No ulterior motives.

Eiki - Even though she doesn't need to she warns people of their fate beforehand so they can change. She exagerates it a bit though.

Byakuren - Youkai Jesus. But she was once a very egoistic person.

Tewi - Makes the people who fall for her schemes to make money feel better. You could say she really brings happiness to the stupid aka almost everybody.

The kindest is defintly Yukari.
She is kind enough to let our spirits into gensokyo once we die. Do you really think the fairies killed in danmaku respawn? how naive. We replace them, until the next danmaku run.
Besides, she guards gensokyo and its habitants without asking for any rewards, and she rebelled against the lunarians after she saw how bitchy they are.

I don't think a true veredict can be reached, not only do we know bare bones about every Touhou but some of them are on a different situation than others that might affect their normal mood (eg: Reimu doing incidents and being poor, Alice having no friends, Parsee being jealous of everything, etc).
