yes. as far as i know, not many circles are delaying their releases. it will just be sold at doujin shops so stuff may show up slower than usual.

they are shit out of luck. a lot of circles don't do doujinshi shops because there are fees involved
i wouldn't expect anything out of japan for a while, big circles or small circles, and certainly not the game itself unless he releases it free by uploading it somewhere.
