I am very close to understanding the format but stumbled and just can't do it. Pictures are made up of 256x256 (mostly) chunks and data in each chunk is compressed using some lookbehind/rle (a bit like LZSS probably) algorithm. I just can't crack it. If you know any PS3 disassembling gurus or just some awesome dudes who can figure out stuff just from looking at data, now's the time to call them. If anyone needs it, I can share all I've figured out so far.

I do have original files from PS3 but the ones I posted in torrent are at almost twice the bitrate of sony's at3 files. So I think it's safe to assume that re-encoding them to lower sample rate won't do any harm to quality (actually, I don't know why the issue is there in the first place. I used SDL_mixer and it plays sounds just fine at all sample rates).

I own a copy of the PS3 port, but I'd rather just have a voice and sprite patch on my computer.

It's a pain to set up the t.v, load up the game on my laptop then set the auto read on the PS3 to the right speed so I don't have to click anything. It's more of a hassle then a pay off.
