Mokou is probably BFF with Keine, because Keine appears to be the only one who could kill the immortals, by changing history to remove the Hourai elixir from existing.

Hence it's in Mokou's best interest to make Keine never want to do that.

Keine's normal mode can't change things, but, Hakutaku mode can.

Also, if her changing history doesn't change reality, then it'd be pretty much the most useless power of any Touhou. since all her power would be is effectively writing in new fanfic in history books and that's it. Her being strong enough to be a (particularly tough) Ex-midboss doesn't jive with what would be such a weak powerlevel.
