Well... someone beat me to it. KamS provided quite a reasonable backround for Parsee already.
Supposedly she's the Chinese version of the hashihime - a sort of minor deity born from a suicide at a bridge, classed as a youkai by Japanese standards.
It's not perfect, but it makes sense. Not much else to say about it.

The main difference thus far is the original has a woman commit suicide to escape arranged marriage (in one particular version, to avoid marrying the emperor after having avenged her late husband whom the emperor murdered). KamS version of the story has a scored woman commit ritual suicide in order to intentionally create a demon, with mixed results.

Perhaps in another 2000 years past and modern folklore will have melded into one, but right now it should be noted that there's still a very important line between ancient folklore and folklore as presented in present day music videos.

As for how the whole green eyed monster comes into the picture... no clue. Obviously there's a connection when you have a Green Eyed Monster of Jealousy and a green eyed character with the ability to manipulate the very same thing, but there's still a big leap from Shakespeare to ancient East Asia.

Then again Parsee is supposed to have Persian influences, so that's hardly the biggest mystery.
