Freddy's best bet is against human Touhous, and even then Reimu would probably just exorcise him. don't forget that he is pretty good at copying hax abilities, he did copy the MEoDP perfectly. Arcueid it's kind of a special case, I mean, the entire fucking planet is powering her up and he just pulled a copy 100% perfect with no restrains. the main problems freddy would come across would be

Yuuka (Her house reside in a dream world, she would be aware of his presence wouldn't she?)
and the oni (they can be killed but i would take a while thus meaning said oni could be woken up seeing as he may have problems killing them.)

As for Yukari, well best to take care of her during winter when she is most vulnarable as for sleep defences you can't kill freddy in the dream, thus he could just keep trying until he finally gets to OM NOM NOM on delishous 16 year old soul and with that GAP freddy is born making Gensokyo his Loli hunting ground.
