Plenty of worse has happened in non-mythological history.

In terms of who would be able to excert the most influence over the other, fox spirits would appear to be superior to tengu starting at three or four tails and up.

Judging from legend, it would seem two tails are the last stage that a fit, intelligent human can take down a fox spirit without it being an epic effort.

I'm no Helen, but I'd guess tengu hierarchy goes as daitengu > yamabushi tengu > crow tengu > guhin/white wolf tengu > koppatengu (which are little more than animals). Ran probably stands the same as most daitengu, but Sojobo or Emperor Sutoku could probably still kick her ass (Sutoku is one of the three endgame bosses of Japan, alongside Shuten-douji and Tamamo no Mae. )

If you're into that, reading anecdotes about Seimei's life while pretending all parties involved (including Seimei) are cute young girls is a great pasttime. My favorite is the story where he guards an archivist from another onmyouji's familiar by praying all night right beside his bed. I wish I was a hard-working young archivist girl (glasses, large breasts and a shy demeanor is obligatory) secretly in love with (female) Seimei, though with her as a legendary figure and me as a lowly archivist, I wouldn't even dare to act on my feelings. But while serving in her presence, she would notice that I'm in grave danger and take it upon herself to save my life by praying all night beside my bed. Of course, she'd secretly be a pervert and start molesting me in between her chants, claiming it's a necessary part of her ritual, though I would understand her intention and lift my robes, exposing my soft, pink, unsoiled mound to her. Ran could probably take on daitengu, but against Sojobo or Sutoku she'd have practically zero chance of getting through. Certainly she could outsmart them, but her chances would be minimal in anything involving confrontation.

Not sure if Sojobo is still around, though, or if he's regarded as more of a "mythological-historical" character. In either case he'd still have some presence since Sutoku seems to be wholy intangible, yet considered a tengu.

It's interesting that Tamamo no Mae is ranked this high since, despite being the most successful active schemer among Japanese fox spirits, it would seem she only had two tails.

Worldwide? Probably hundreds or even thousands if you count all the tribal variations.
As for the ones with big names, maybe seven to ten. The Hu Li Jing "family" has either three or four variations, of which the kitsune is only one.
