Gil is almost someone else in Zero, or perhaps more closely modeled after the mythological Gilgamesh. Like many have said, Gil in Fate just didn't really consider anyone to amount of anything, he didn't want to go all out. If he had, he probably would have won the grail war easily.

No one else has any real interest in winning normally, either because they know the true nature of the war, or because they have other agendas in hand, or both.

In Fate/Zero however things are different, and in f/z there are actually capable adults participating, and not women and children.

Except that Gil is impossible to control without an outright usage of a command seal. With an Independent Action rating of A+ he doesn't really even need a Master and can do whatever he wants.
