I'm voting for Satan-san because she's a good for nothing level 0 and the only Railgun girl left. I believe most of us can relate to her in some way because she's also powerless and talentless like many /a/nons. Can our level 0 moe make it to the semi-finals to face off Nagi? Saimoe is heavily biased, full of proxies, and it looks entirely different from year to year.
For an example, Fate managed to come pretty far this "season". The last time she did good was when her actual series aired, then she was more or less forgotten and only scored sub par results in these competitions, but now there were recently this new movie adaptation after all these years, and all of a sudden she got placed in the top again.

We could say that she have always been in the top because she managed to place there once before, but then again she was more or less forgotten years after that, all the time until this new movie.

Each saimoe is only a new fad, be it whatever company and title there is. If it's hyped, it can score good once, and then it lies in the past forever unless someone digs it up.

Don't fool yourself, Saten might do decent next time, but she isn't in the Index season, but her result will be sub-par compared to this time, and the next season she will score really bad compared to now if they don't make a railgun s2 or something.

It's all just about fads, and there are proxies and mindless personal armies everywhere.
I abandoned these popularity contests long ago (mind you that it's not a competition of moe, it never was, it's just a popularity contest, using "moe" for publicity.)
