I don't know the truth, but given all the hype it was receiving, it's a bit hard to think it'd not sell unless they were expecting to sell an abnormally huge number of copies.

About the VA thing, I don't know about the salaries, but I heard a problem for making a second episode is getting them to come back, since many presumably did the first just to get some more fans from a huge fandom.

That's bullshit. The anime was a one time thing and was intended to show to the fans. The producers KNEW they would not get much out of this but they only made it for the fans just for the heck of it.

The problem is tied to financial side and the amount of time spent on organizing and executing the project. You can make more money by doing something else for lesser effort for the more/same amount of money. In this case, they would be operating at a loss have they continued this anime project.

There is YOUR ANSWER.
Oh, even if they continued, there is a potential possibility ZUN will issue a C&D if he sees something he doesn't like. Doing such project is financially risky and not worth it.
