Here let me share some info with you.

She was never popular.
Do you even know how it started? Some faggot in /a/ was upset that so few people liked his "waifu", so he started to spam her, simply because just that, she was unpopular.
And he kept doing it for quite some time, and no one cared about Saten even so, and it was labled as spam.

Eventually though, it became regarded as "the cool thing to do" rather than being despised as it was when it started. So faggots from all over the place replicated the behaviour and started spamming her all over.
