Bad drawing are a form of moe when they aren't fetishistic. With fetish ones, you imagine some ham handed pervert sweating and panting and hurriedly scribbling out his disgusting and unique fetish.

With stuff like this, you imagine a well meaning, but somewhat unskilled person just wanting to create something cute.

They knew it was bad when they drew it, but still they put their heart into coloring it. Probably went so far as to "troll" with it, just so someone would look at and comment in it.

That feeling is definitely a form of moe.
