Probably by randomly picking a few words that work together. The translations of the names sometimes make sense and relate to the characters...other times, who the fuck knows what he was thinking.

Kogasa = 小傘 = small umbrella.

Komachi = 小町 = small town? What the fuck?

I always thought it would be cool to name Japanese characters, since you can just take a kanji that relates to their personality somehow, put it into a name dictionary, and pick out the coolest name. I don't get why people bother making names that have nothing to do with the character's nature when they can do that.
