Just check your CPU usage by Illusion games compared to other games, and use MSI afterburner to see GPU usage during the same games.

As I understand it, if you're using OpenGL or D3D, you don't have to worry about which card the end user has in their machine. If both ATI and Nvidia cards advertise full DirectX 11 compliance, a developer can use any D3D feature he/she wants, and it will render on both cards with no additional effort. What does require effort is to write a good engine that efficiently uses the D3D or OpenGL features.

I would like to think they wrote the engine first, made sure it efficiently used of all the needed OpenGL or D3D features, and then handed it off to the artists and modelers. If they developed everything at the same time and mashed it all together, they've killed their ability to make small performance tweaks to the mostly complete engine when they get negative feedback from artists. Engine and asset dev should never happen in the same branch.

I freely admit that I don't know anything about game development, but I don't see why it wouldn't mirror other standard development models. Where I work, we design and build the different parts of a project in separate branches. Then when things are on track and the branch build mostly provides the functionality we were shooting for, we merge back to the main branch so Test can have a go at it and provide feedback for tweaks/bug-fixes.
