I got a call back from the FBI. They said that since it's a public camera, there is nothing "illegal" about it, but they will be notifying the people who put up the camera publicly and will tell them what people on this message board are doing. If the camera is moved from public to private and are still up on that website, they said they will take action, but until that happens, there is nothing that they can do.
