Or use European creatures. Plot is that there's an European haven for monsters not accepted by humankind and scientific progress, like what Gensokyo is for Japanese spooks. The local ruler is friends with Yukari, so they come up with the idea to switch their local incident solvers for laughs and kicks. Reimu and Marisa wake up in an European fantasy realm, go around beating everyone as usual.

Gensokyo has a specific system to prevent deaths. If you're looking to kill off people, then don't do a Touhou game, or play it as a joke like Yuyuko/Mystia or Mokou.

Thinking about it, /jp/ could easily make a shooter. A lot of EXPERT PROGRAMMERS and artists/musicians are already present, use Danmakufu or something since it has some decent sprite packs. Get 7 people, each person does one stage independently of each other (if you're lazy/busy you can do Stage 1 and finish easily, if you have the time you can do a full 13-card Extra. ) after deciding on a basic plot. Get artist for cut-ins and musician for theme songs, done.

I've always dreamed of making a Western counterpart to Touhou.
There would be an eastern 'pole' and a western 'pole' where forgotten and fantastic things gather, and the western side would just be filled with, well, stuff from the Western hemisphere. Magical flintlocks, Merlin, Odin, Zeus, maybe throw in some Jesus.
