The "little sister" type character that she represents appeals to me, and her grandiose thinking and self-confidence, albeit arguably delusional, enforces that image seeing as how it is a typical thing to find in many children. However, I am fully aware that many people would not find any appeal in such a thing. As for her appearance, there is not much difference in her from the other characters in that they all have a unique appearance. In the end the character that you find to be the most visually appealing all comes down to personal preference, so that is irrelevant.

I like Cirno as a character, due to her "little sister" appeal as I have stated, but that is where the appeal ends for me. I am not a fan of the memes surrounding her, and am in fact irritated by her association with the people that consistently perpetuate them. Seeing her constantly and unconditionally associated with those people is demoralizing. It would make more sense to view those people as fans of the memes surrounding Cirno, rather than the character herself.

tl;dr people can like Cirno without being immense faggots.
