There's a program called Wallpaper Master.

It's much better than what Windows 7 has because not only does it randomly cycle through your wallpapers, but it can also save individual settings for each wall (cropping, alignment) as well as the background color (Coupled with a program called ColorPic to find the exact color) so regardless of the res of your wall, it won't look like terrible shit.
