I see where you're coming from as saying it "punishes" you for using tsumo over ron, but to be fair the scoring system doesn't use a total it splits between people.

For non dealer, winning by tsumo is 2x basic from the dealer, and 1x basic from the non dealers.
For non dealer, winning by ron is 4x basic from anyone.
For dealer, winning by tsumo is 2x basic from everyone else.
For dealer, winning by ron is 6x basic from the discarder.

So really, it's just following the formulas, there's no penalty. In 4p (as the game obviously was meant to be played) the values just happen to add up to the same thing (well, within a couple hundred).

Plus when you factor in the bonus han available for a strongly closed hand, plus some hands that can only be self-drawn, there's still an incentive there.

Attn people in the 4p room - You do realize that keeping your hand closed makes it actually worth MORE right? Random chi's and Pon's get you nowhere. As much as I love spending 10 minutes on hand only to watch it end in a 1500 point hand 12 times a in row, I think that's the last time I'll be doing 4p on 7447.
