Zanmu's plan was to be defeated by Reimu thus cementing her place as the mastermind of the incident. Even though Reimu would have defeated her, the show of force that she made, controlling all of the yakuza leaders and throwing Gensokyo into ownership chaos would have made her seem like an unstoppable force. Here I can only assume she would've later made a triumphal invasion of Gensokyo to establish herself as leader and power broker.
However, Hisami let Reimu into Hell again. I don't exactly understand why that's so bad, but perhaps she wanted to be defeated in front of Gensokyo's population, thus making her name widely known and feared? But by losing to her in a forgotten corner of Hell, Reimu ensured that the official narrative around the incident remained that it was a natural phenomenon, thus ensuring that Zanmu couldn't profit at all from it.
After she noticed that the Reimu way of dealing with incidents is to invite people to a tea party she finally understood why despite the incidents Gensokyo is a peaceful place, and she gave up on her plans.
