Measuring power in fictional settings is pretty hard and they usually lack consistency so you can reason a lot of shit in different ways depending on what outcome you want.
In Touhou it applies even more than your average settings since you don't have magic battles to the death every day and the vague nature of things.

Most characters have stupidly OP or vague powers that there's literally nothing you can do, and in the event you can do something to upset things, it can be corrected and you're left with nothing and a nice target on your back. The M1911A1 Colt has an effective range of 50 yards with dispersions of 10 inches at this range. Your long range aim is going to be worse with trench sights. Considering some danmaku such as lasers have an effective range far exceeding that, and the shot density and accuracy dependent on the spellcard gauged for flying opponents who know how to graze, the accuracy is ~100% for slow ground based targets.
God's Chosen Caliber, the 45 ACP, is completely ineffective if you can't get into range to effectively hit the target with any of the rounds in its 7 round magazine.

True understanding comes when you realize two things:
-Almost every scale of power we have comes from prideful entities flexing before a non-lethal game to settle disputes.
-All these women with "god-like powers" still couldn't stop themselves from almost going extinct, choosing instead to create their own little paradise where they can scare primitive humans and the occasional outsider - but only the severely depressed ones who are 100% not going to be a problem, we don't want another zoomer threatening the freaking barrier which protects us!
These two things paint the picture of a land filled with boastful, misterious creatures, fitting for the legends they come from, however harmless they may actually be.
Knowing how belief, faith and fear are so important, I bet (You) could make it in Gensokyo as long as you are not a waste of space.

Here's a list of things Yukari has been shown to be incapable of doing:

-Travel to Heaven in one gap.
-Win a war against the moon.
Here's a list of things which can be safely assumed she can't do:

Here's a list of things which can be inferred she can't do:
-Survive without fear.
-Create Gensokyo on her own.
-Maintain the barrier on her own.
-Beat Reimu.
-Get a husband.
There are zero reality bending feats to Yukari's name, all her wins are her manipulating someone else into doing her bidding and ever since her debut almost every time she appears is to further depower and retcon her so-called omnipotence, introducing the other sages, stripping her of her sole creator role and the aforementioned things she can't do.
ZUN intends for Yukari's character to be a schemer rather than a powerhouse, thus her win with the Lunarians being a mental one - and this happened years ago.

Yukari only won because Kaguya was preoccupied with her bonsai and thinking about what she wanted to do with her life.
If Kaguya had gotten more involved with the moon invasion, she would've just asked Eirin: "if Yukari knows that there are two emissaries defending the moon, won't she send three groups?", and then Eirin would just stand there with her mouth agape while the gears behind her forehead audibly turn and she realizes that she and her big brain just fell for the dumbest trick in the book.
It's a good thing for Yukari that the moonies just blindly follow Eirin, because any level of independent thought would've made the entire plan fall apart.

I think my favorite depiction of Yukari is one where she overthinks and overanalyzes everything, all with a heavy helping of ego pour more water on the grease fire. She can't tie her shoes without a 10 year 4 phase epic master plan that involves pitting different factions together, and she refuses to tell her Shiki any of this because "in order to deceive your enemies you have to deceive your allies" or some other whimsy. She is the most intelligent and mysterious youkai, and she'll make sure everyone knows it. This adorable little autist is too smart for her own good.
Yeah the whole moon thing was a shitshow, nothing was explained or questioned until it was all revealed at the end so to make it appear like a 4d game of chess; because otherwise asking the "hard" question >>45817011 mentioned would unravel the whole thing. It's no wonder people hated the moon bitches when it came out.
