I like 11 better if only because it removes the mindless 5DD 4DD 236D shit that rapes in novice play. 13 gets a bad rep as being overpowered because she shits on newbie players who don't know how to fucking block or barrier on their jump-ins, so removing that drive spam crap is fine with me, since it's completely irrelevant against a competent opponent. Almost everyone has 7k RC corner combos, who gives a fuck how Nu achieves her relaunches? Her D spam and gravity wells were both nerfed in CS, and her one truly amazing move (2C) was slowed down as well. The only characters she could reasonably lock down with stupid D spam in CT were Tager and Hakumen anyway, but that's hard to blame on Nu. Again, I liked the changes because they got rid of most of the scrubby complaints without changing her balance *at all*. In both CT and CS, Nu comes in right around 5:5 if you average all her match-ups. It's just that the meta-game in CT favored her good match-ups and disfavored her bad ones, so you had a lot of frustrated vampires and squigglies. In CS, the tier list turned on its head, so people stopped complaining even though she is still sitting right in the middle where she was before.

I know she was S-tier. That's largely because her good match-ups were largely against the *other* S-tier and A-tier (well, 5:5 against Jin) characters, while no one ever played her bad match-ups. In fighting games some characters are inherently better than others. For example, god-tier Nu will always beat god-tier Tager. There is no good way for Tager to get in. Tier lists are based off of situations like that.

Nu actually has no bad match-ups making her the best character in the game even though Rachel is higher in the tier rankings. The more you know.

I regularly play with a lot of high-ranked players on XBL and PSN, some of them Nu players, and I've never seen anyone ever try to claim that Nu has only good match-ups. Nu most certainly has unfavorable match-ups against Bang, Litchi, Taokaka, and Ragna. The match-up chart on Dustloop is seriously fucked. You cannot honestly claim that Nu does equally as well against Jin (which is one of the most balanced match-ups in the game) as she does against Taokaka (who shits on her) and Carl (whom she shits on).

I can agree with you that the tier chart might be fucked for Litchi and Tao but not for Bang and Ragna. Bang doesn't do enough damage on his combos to kill Nu before she kills him. Maybe balanced with Ragna if Ragna is a psychic and knows what move Nu is going to do to counter his jump-in before she actually does it.

The problem with Bang vs Nu is that if, at any point in the match Nu is backed into the corner, she will most likely lose. Her lack of a DP move really shows in that situation, because she has essentially no options to break out of the pressure. A properly positioned bumper turns that nearly hopeless situation into a completely hopeless one. You can also blame it on the Guard Libra system which practically guarantees Nu can be guard crushed at the cost of an RC from most of the cast, but that's straying a bit from the topic.

Ragna is similarly unbeatable when backed into the corner, but he has significantly more trouble getting you there than the other characters I mentioned, so the match-up is probably closer to 5.5:4.5
