Because Romanesque actually wasn't very good? It looked nice and had lolis, but they stuffed like 20 H-able characters into a single game and sacrificed any sort of plot or character development except in the finales. Aria's route was basically Aria confesses, her brother says NO WAY, then Domino and her brother go off and fight together, and he decides okay, go ahead and bang my loli sister, you're cool.

Firstly Domino didn't actually fight, and only went to protect Aria.
Secondly, that is incredibly oversimplified in a manner which would make anything look bad. There's a lot more to the Aria route than just that.
Thirdly there are far less than 20 H-able characters.
Fourthly there is a fair bit of character development outside the finale, and the finale is massively long and contains plenty of character development.
I haven't played any of the other Little witch games to see whether its true what people have said about Romanesque being mediocre in comparison to their earlier games, but it is certainly awesome compared to your typical H-game.

Littlewitch for one was a company that put 'visual' to 'visual novel'. Funny, because Period was their first game with extensive use of narration, the previous games being closer to plays or comics.

Which is probably why Oyari Ashito, whose distinct art style was the company trademark was the core of the company. The scenario writers were just 'some guys'. Therefore more than often the scenarios were secondary to the artistry. Compare to Nitro+'s Urobuchi and 'some guys' as artists(NiO excluded).

Problem is, to get truly high quality products you need A++ scenarios along with A++ art, which just never came true with Littlewitch, what with Romanesque and Rondo Leaflet being slice of life, Period and Quartett being dramedy and Seiken no Fairies being porn with an excuse action plot. Sugar Coat Freaks' quality is still pending but at a glance it seems to be a dramedy in a fantasy land.

Nothing good gets translated. No exceptions.

In any case, the game is quite long and has multiple routes, so the translation would take forever, and Little Witch use their own system for displaying text in speech bubbles on screen, which means actually putting the English translation in is nearly as hard as actually translating it.
