If we assume that /jp/ = Otaku Culture then the following applies.
The Meiji Restoration occured in the late 1800's near the end of the Edo Era (Rurouni Kenshin was set around this time). The term 'otaku' because widely used in the 1980's through being used as a honorific in anime such as Macross.
If we accept that the /jp/ board is refering to 'otaku culture' then that is something that was coined over 100 years post Meiji period (1868 - 1912).

True the Meiji Era can be LINKED to otaku culture when looking at how it affects modern Japan.
