The connection to CDS feels very weird. Events of LE obviously take place over extended period of time while CDS seems to take place in a couple days at most. So its possible they are wrapping CDS soon. Or the ending of it will be so insignificant that it will have no real impact on story.

I think this takes place a early on during or a short time before CDS, Mizuchi was active for some time and a known factor by the Earth spirit palace for even longer.
For what Mizuchi wants, her actions solely target Youkai and the Hakurei shrine, she also spergs about Youkai being in the human village, and human's "Losing" to Youkai.
So she seems to want Reimu to take a more aggressive stance against the Youkai, she's also gone for the non-lethal route in her attacks and she hasn't targeted Reimu directly.

it didn't really, it had one major redraw of flan and then some background changes, and they were working on it in july too

ZUN does plenty of political and social stuff, but it balances out because he's also big on subjectivity.

AFiEU was a bizarre read because it's portrayed as just Aya going temporarily insane and being objectively in the wrong the whole time, all while blatantly aligning her with a real-life political group. And then it ends with a leader of Hell (a place which in Touhou loves English, freedom and American flags) saying "You shouldn't fear economic immigrants, the real enemy are refugees fleeing the war I started" and Aya learns her lesson from that and it's just weird.

Aya's article, especially the parts preying on peoples correct fear of hellish intervention, something that's shown to be correct as we can see in the recent games with Zanmu and the Beast Matriarchs involving themselves in Gensokyo politics.
