There are hundreds of artillery pieces along the northern half of the border, all armed and pointed at Seoul.

Because decapitating the North Korean line of succession would destabilize the zone and turn East Asia into a fucking battlefield, you stupid shit. I don't expect all of you to know much about realpolitik or world relations beyond of the simplistic black-and-white outlook you seem to hold, but Kim Jong-Il regime is helping the stability of the zone more than hurting it. North Korea isn't going to attempt anything crazy or potentially detrimental for its safeguard anytime soon. The populace might be ignorant of the outside world, but their dear leader is as cunning and as up-to-date as it gets. He knows that the key to remain in charge is threatening to act crazy and not actually act crazy, this is the only way to command respect from its neighbors.
As such, the best course of action is probably to let the regime run its course. Ol' Kim already has a foot in the grave and his designated successor son is a worldly person (he studied in Switzerland) from what I hear. When it'll be his time to take power, he'll probably go "Fuck this shit, this place suck" and dissolve the regime in favor of Korean reunification.

The only use for nuclear weapons in today's military atmosphere is as a deterrent, so the only countries that should be opposed to such a buildup are countries planning on invading, so if America or Japan or whoever is in fact planning on invading, they should hurry up and do it as I said in >>4416331
