That's only for a pon of all of them, it wouldn't mix with 7 pairs as you're only using them as two pairs. But there's all honour tiles.
Though with this hand you might just want to kan 3 times to try and go for three dragons + 4 closed pons+4 kans+ all honours for a quadruple yakuman potentially.
